Surge in new mauvile city but there r barriers stopping me even though I am sinhoh champ and 180 hours anyone planning solve my problems. Indeed you complete the requirements to fight Lt. Surge but that is only to fight him, to make those barriers dissapear you have to start the quest of the Teleport in hoenn, and those barriers of New Mauvile will dissapear.
