Heya BotMoustachus.

Unfortunately after you've chosen a starter, you cannot go back and re-choose.

However, you are still able to catch them in these areas in the future. [spoiler=Mudkip]

I'm sorry for the inconvenience, but it would be hard for us to help you with your problems.

Since, we are not able to reverse the story progress :(

But, as Raika mentioned above, there are some places in Hoenn, where you can farm Hoenn starters :)
