It all started a few days ago when i bought a Froakie from another trainer (lvl 25 if i remember correctly)... I tried to evolve it by using a rare candy but nothing happended, i tried again and nothing, not even the "evolving" sign... I though i may've been a server error so i left it on my PC... But today it happended again... I tried to evolve a traded charander and again, nothing happended. My traded pokemons ain't evolving!! I asked a few other players about it... but no one know what it could be... some said it may be a bug, some said it was due to my pokemon's happiness... I don't know, since there wasn't any mods to ask i decided to post it here and wait... P.S: This only happended with my traded pokemons, i tried to evolve a weedle (to see if it was a problem with all of my pokemons) but it evolved normally into a kakuna... When a pokemon doesnt evolve via level when it should do is a problem regarding the happiness, i would like suggest you let your pokemon gets defeat by a Wild pokemon to decrease the happiness, then log out for a couple seconds, revive the pokemon and try to level up again to evolve it. i will be waitting your reply. I'm gonna throw a "jesus" move and let all of my traded pokemons die to be resurected by the power of pokecenter and evolve into a mighty god or something.
