It seems as though you have not defeated the Sunnyshore Gym Leader. The 8th Badge in Sinnoh is required to use Waterfall outside of battle, so to climb that waterfall, you will have to defeat Valkner and earn the Beacon Badge. Please continue on with the story as usual until then. Please let me know when you receive the badge and if you are successfully able to climb the waterfall after receiving the badge.
