My steelix can't learn roar by Tm55

I check out the pokemon wiki and find that steelix can learn roar by tm in gens 6,5,4,3 and 2.

I bought the tm55 from market and used it on my steelix.

Some green word appeared and said that my steelix cannot learn it.

Steelix is unable to learn roar starting from gen 6, which is the current movepool steelix has.

...And all will burn, beneath the shadow of my wings.

some Pokemon have an updated movepool, some don't. you'll have to wait until it's updated.
