I have used a Mysterious Ticked, went on the island and got Raikou. When I started to battle it I got a dc and logged off.

Now I can't go on the island neither Nikola gives a chance to battle him. Also Raikou is not on its original spawn at the hideout under Mauvile City.

How can I get Raikou now, is it a bug or intended?

I had spoken to a content scripter who had asked Walross regarding losing a Legendary Pokémon on Birth Island once. I was told that the player will get a chance of spawning the missed out Legendary again via Birth Island if they have not yet caught it. So as long as the Pokédex does not register that you have caught said Legendary for example Raikou in this circumstance, there will be a chance of you having Raikou again on Birth Island.
