Correct, it learns Stealth Rock via Move Tutor.

 

Possible locations:

they added stealth rock tm seller in guild island, so im assuiming it actually should learn it via tm

Hm, then I think it's different in PRO. I was suggesting the way in which it learns SR in the main games. Probably the TM seller is bugged or something then. Otherwise, it learns it via the tutor.
