Its not a bug or something like that.

Metang and its pre- and evolution have an incredibly low catch rate, same as most legendaries to be exact. So either you use master balls or a ghost type with false swipe like Aegislash could help you catching one.

I'm so sorry for the inconvenience.

 

Both Beldum and Metang have an insanely low catch rate, that being only 1.6%, which you can see here. You can use a master ball or a ghost type pokemon to avoid take down recoil damage as @Norex suggested.
