To get there go right of Celurean on the end of route 9 and then surf to the south until you reach the Big Buidling. EDIT: My bad, if you already did what I said, then I dont know what else to do. I'm glad to see that your problems have already been solved. Note that to evolve a magneton into a magnezone, you have level up in areas with a special magnetic field. In PRO, the areas with special magnetic fields are "New Mauville", " Mt. Coronet b1f", " Mt. Coronet 2f", " Mt. Coronet 3f", " Mt. Coronet 4f", " Mt. Coronet 5f", " Mt. Coronet 6f", " Mt.
