Trade chat advertising for new players

Maybe there is a way to make the new players aware of the trade rules, even if there is a note to take a look on forum before making trade, because it helps to down the numbers of trade reports and make the players aware of their limits

I suggested ingame NPCs in the past to explain the game's rules (a trade NPC in Celadon for example that would explain how trading works or display the Trade rules). They could be a neat addition to the game, it's just extra scripter work.
