So when I talk to the captain he just tells me to come back when I have booked my passage. Now I have already found Bill's research book and returned it to him but I don't have the ticket and I also have the Cascade badge, I can't remember for sure but I may have got disconnected while I was talking to Bill during the mini task so I think that may be why but not sure. Also, I looked through the Kanto walkthrough just to see if I missed any steps and I'm pretty sure I haven't. Any help would be much appreciated.

Did you talk to Lt Surge in front of the harbor? Your description kinda confuses me, but as far as I know, if you have the ticket you only have to talk to Surge there and enter the ship and continue your adventure.

Yeah I already talked to Surge and I checked the walkthrough and I'm pretty sure I got through all I need to. I'm assuming the ticket is supposed to be in my backpack but it's not there. I went back to Bill just to check and he just asked me if I'd been on the cruise yet or whatever it is he says as if he already gave me the ticket.
