To evolve your Roselia, you will need to give it a Shiny Stone. Simply open your bag, click on the Shiny Stone, and select Roselia.

You can get a shiny stone from the Kanto Safari Zone for 20k every 7 days or get one randomly on Love Island's rock smash crystals.

Please let me know if you were able to evolve your Roselia.

And if you can't access Love Island (for which you need to have the caught data of 120 pokemon in the Kanto Dex (from the pokemon number 1 to the 151, you can check your progress by talking to Professor Oak in Pallet Town) and 38 Evolved data in your Pokedex) or you cannot afford the Shiny Stone (as it will be 20k + 5k per Safari Entrance), try buying one in Trade Chat for 10 to 15k.
