I went to capitulate an onix I lowered his Life to the minimum and I couldn’t capitulate I spent 26 pokeballs on him and he always escaped please fix this, it discourages having to grind to buy pokeballs and at the time you spend them all and see that there was no result nor a 26 spent pokeballs and a pokemon and no capture success.

The Catch Rates for all pokemon are kept the same as the original games. There is nothing to fix, as they're kept intact, this could've also happened on the original games. Onix simply has a low catch rate, you were unlucky. Next time might be the charm :)

I'm sorry for the inconvenience.

Catch rate calculation formula is the same as the original games, so your case is one of the sad cases of probability :(

 

A little note that paralysis and sleep increase the chance of catching a pokemon, so I recommend to carry some status move while hunting.
