Have you checked that the pokemon you're trying to drag onto your party are not from another region you have not accessed yet? And have you tried logging out and logging in and retrying? Can you take screenshots of the pokemon that are stuck in your party?

Hello @MrParis,

 

All your Pokes seem to be from Kanto Region. So all you need to do is to Drag and Drop them from the PC (inside any Pokecenter) into your Party. Please let me know if that solved the Problem. :-)
