As other people mentioned already, you only get a free Reroll Ticket from the quest if you manage to complete it on the first try. Otherwise, the NPC will not give you a free Reroll Ticket. On a sidenote, please keep in mind that all Staff Members are working as volunteers, so getting a reply to your forum posts can take some time. You are allowed to push your thread every 24 hours.
