You sadly can't, but you can ask that someone else gives you the other starter :) they're huntable in Johto Safari.

    Hey there!

     

    Unfortunately you cannot change your starter Pokemon, but as Bhimoso already mentioned, you can buy them from other people. In Johto, you can trade Pokemon immediately, you do not have to get four badges first like in Kanto. If you have any more questions, please let me know. I hope you have a great day.
