Hi, I'm in Hoenn.

I have the balance badge. So I should be able to use the rod. 
But it doesn't work. I can't fish. 
It should be a bug. 

I need to surf. To surf I need a water type pokemon from hoenn. To have a water type pokemon I need to fish. 

 

I'm blocked in the game. I want to fish.

When you say its not working, what do you mean by that? Any error message?

You need to stand next to water and click the rod you wish to use in your bag until you get an encounter. You can also assign the rod to a hotkey by dragging the rod out of your bag to the hotbar on the bottom of your screen.

I mean that even if I stand next to the water and click for a hundred time to use the rod it doesn't work... :/ 
There's no message error, but in other region (Johto,...) I could use the rod, so I know how to use it.

I tried to do it like usual, but it doesn't work. It"s like there is no pokemon in water.

I tried the 3 differents rod that I have and none fished a pokemon.

But I sould be able since I have the badge that allow it. 

 

I really don't understand why
