my venussaur does not learn the event move weather ball, I believe there was a problem.

this venussaur can learn, I researched the tm, and saw that all venussaur can learn.

 

this venusaur i have a problem, i would put it in the place of the cut, i need a support pls.

its b/c chloro + weather ball is illegal (its not in gen 8 since venu learns it from tm) 
weatherball was a event move for a bulbasaur and all the bulbas that was given out was overgrow.

Chlorophyll Venusaur cannot have Weather Ball because Venusaur with Weather Ball was an Event Pokemon in the past which didnt have Chlorophyll.

By event i mean it was distributed by Gamefreak at a certain event (prob a vgc one) maybe it was oras

To clarify: Me and Iceflake didnt talk about an ingame event on PRO but an event from the original games in the past.
