Blissey can't learn tri attack while chansey can

Hello Everyone,

 

was this planned? because if yes I think it's really mean. 
I tried to take advantage of having a serene grace blissey and now and can't use it with the best move it could learn.

 

If this was planned plz redirect me to the section for unevolving pokes, I can't find it on the forum

As it is like that in the original games I guess it is indeed intented to be that way.

Also there isnt any option to de-evolve a pokemon.

So I can just throw this blissey on which I used 6 rare candies ?

Thank you for your answer.

Sadly it doesn't work, the pre evolution tutors work like move relearners but for the previous evolution(s) so for blissey it offers only to learn moves that chansey had in its level up chain.

 

If this could be changed I would be really happy
