Unfortunately, we do not provide deleveling services for the Heatran Quest. You will have to train a new pokemon for the quest, I am afraid.

I recommend you stock up on healing items as much as possible and use a Gyarados, Garchomp or other strong sweepers that can be leveled up while in your mission. You can find Magikarps easily in Sootopolis and in Viridian City, with a Jolly/Adamant nature and with no specific ability required, as both of Gyarados' abilities work fine. Garchomp can be easily repel hunted and any Jolly/Adamant one works too, as long as they have decent IVs.
