The move is not there when going to the move relearner either. I can't learn it now because of the server crash. Leveled it up to 39 to see if it would work then but it didnt

I have evolved it to altaria now but I still want to learn dragon pulse again, would really appericiate if anyone could fix this

I'm sincerely sorry about the inconvenience.

 

As you can see here in pokemonDB, Altaria should learn Dragon pulse at level 40. The move relearner has a current issue in which you don't see all the move available the first time. Normally this gets fixed by interacting with him a second time. Try to interact with the relearner and select Altaria, close the window with the moves and then interact with the relearner again.
