As you can see here in pokemonDB, Altaria should learn Dragon pulse at level 40. The move relearner has a current issue in which you don't see all the move available the first time. Normally this gets fixed by interacting with him a second time. Try to interact with the relearner and select Altaria, close the window with the moves and then interact with the relearner again.
