I'm sorry for the inconvenience. In order to evolve your Shuppet now, you have to use a Mysterious Candy which allows not fully evolved Pokemon to still evolve at level 100. You can purchase these in all four department stores, PvE Coin shops and PvP Coin shops for 5.000 Pokedollars, 2 PvE Coins or 1 PvP Coin, respectively.
