First I talk with npc and find 3 beasts. I killed them

entei in safari johto, suicune in tohjo fall and raikou in mt. silver

After I talk again but he not give me bell

I played 1875 hour and full badges

Could you try going inside the Bell Tower and make the Legendary Beasts flee? Then speak with Scientist Rey again.

But now i got a Bell from Scientist Rey
