I think the most important part is what EXACTLY you want to do while offline? it's very unlikely to implement battling and catching wild pokemon in offline mode as it will be to vulnerable for hacks. And any form of syncing pokemon, items and battle rewards such as pokedollar and pokemon experience shouldn't be done to prevent cheating.

 

I believe traveling between maps also requires server connection to be done. Haven't you noticed when leaving maps and server went offline you get stuck?
