If that doesn't work, then try to use any berry that lowers down the happiness and max your happiness again. Could you try fainting your Riolu is order to decrease his happiness, restart your client and try again ? You'll always be able to use a mysterious candy if it reaches the maximum level without evolving, this item will let you evolve if you have the right requirement for the evolution even at level 100. Those are available in the department stores such as in Celadon, Lilycove, Goldenrod and Veilstone. Let me know if that works, have a splendid day!
