Unfortunately Excadrill cannot learn rock slide from a tutor in Generation 7, but only by leveling up and TM as mentioned here on PokemonDB : Spoiler In your case you can go to a move relearner, those are stationed in either Cerulean or Saffron City. You will have to pay 2000 pokedollars to learn the move. (You will possibly need to interact with the NPC twice so that it may show the move) You can also go Goldenrod Mart to buy the TM for 5000 pokedollars. The choice is ultimately up to you, but using the move relearner is faster and cheaper. Let me know if you need any more clarification. Have a splendid day!
