Hello @AngeloColomaDar. Apologies for the late response.

 

This path leads to Route 12, which is unavailable at this point in the story. 

Route 9 can be found by going east of Cerulean City. You would have to return to Vermilion City, head north to Route 6, take the underground path back to Route 5, continue north to Cerulean City, and then head east to reach Route 9.
