So apparently this has been a bug for a while now. 

Shell Bell is supposed to heal you for 1/8th of the dmg output. 
However, when I used Endeavor on a full hp LvL 100 Pokemon my Aron only got healed for 3hp, instead of something around 40hp. 

This has been a bug for atleast 3 years now. I hope it get fixed soon :/

I'm sorry for the inconvenience.
The issue is known by the developers and currently has a low priority. Shell Bell only does not work for non contacting moves.

There is no ETA when it's going to be fixed. I hope you understand.
