Unfortunately we do not offer de-evolution anymore and we cannot force evolve your pokemon. This is because the mysterious candy was introduced, an item that lets you level a pokemon when it is level 100 granted that it has all the pre-requisites to evolve. In your case you will need to give the candy to sneasel when it's night time (20:00 to 4:00) while its holding a razor claw. These candies can be purchased from the PvE coin shop for 2 PvE Coins, the PvP coin shop for 1 PvP Coin, or in any of the Department Stores for 5'000 pokedollars each.
