The blue spring brushes are normally available as an hold item on magikarp in breezy, as mentioned by Mehira. However they are currently unavailable due to a problem on the developer side that has been unable to upload them yet. There is no ETA as to when they will be available, but rest assured that the concern party is doing everything they can to resolve the issue.
