Unfortunately for this specific interaction, trick is effectively correctly coded according to the original games. The lock for choice items is not applied until you've selected a move while having the item equipped. Since the opposing Volcarona was faster than your rotom, it was able to use its move (quiver dance) before getting tricked, allowing it to select whatever moves necessary for the following turn.  I've tested the interaction on showdown, as you can see in the screenshot below.
