The guild island was created as a unique PVP reward for the top 3 guilds on the guild ladder of each server. There is however another way you can access the island every month by the usage of mysterious tickets.

These tickets are obtainable every month through the world quests. Regarding your offer to make it for Capsule coins, you may bring it up in a suggestion, as General support is more of a place to enquire help. This way your suggestions will be seen by the appropriate staff members.
