Are you referring to the World Quest on the 2nd of May that was Feebas on the Gold server?

It looks like you did, in fact, contribute sufficient IVs to claim a Mysterious Ticket.

The ticket does not get added to your inventory, rather, you must claim it by speaking with the Mysterious Cultist after the World quest has been completed.

Did you speak with the Mysterious Cultists after the World Quest had finished?

If you did not claim the ticket before the next World Quest began, you will no longer be able to claim that ticket.
