i spoke to the looker and went to westen peak to wait for the mysterious woman.  but she did not appear

Apologies for the delay. Could you confirm that your mawile has max happiness ? If that doesn't work, can you try perhaps speaking to the Mysterious Woman in the Eastern Peak before returning to the Western spot ? Let me know if any of these fix the issue.

Is the mawile in your first spot max happiness as well ? You can check by writing the command /happy 1 in the chat.
