HI, I'm at the 126 underwater cave, I've talked to Roxanne a bunch of times but she doesn't move, please help?.

In order to make Roxanne move, you must clear out the Team Aqua Underwater Base. To reach said base, you need to use a Dive spot located in Route 127. Take a look at the picture below for a visual representation of where the Dive spot it.

Once you are in Route 127 Underwater, keep surfing down, through Route 128 Underwater, until you see a cave entrance. Enter the cave and you will be in Seafloor Cavern. 

You must defeat Team Aqua in the Seafloor Cavern and then Roxanne will move from the entrance to Sootopolis City, giving you access to the city.
