I don't really think that it is needed as other chat exists. Also, the majority of the player-base is English deemed, but, indeed it may prove to a good idea.

Its not possible. Real time translate is a massive problem in its own, and we don't really need it imo. The devs already have a bunch of things to work on, and if you take a look at other even bigger mmos, its not a common feature

 

imagine using translate when you can just learn english. it is not possible technically either.
