The opponents beedrill used drill run (ground move) against zaps. It was deemed completely ineffective but still triggered static and paralyzed beedrill . I don't think this is how it is supposed to work as ground moves don't make contact with flying Pokemon.

This interaction with Static is bugged and known and other moves also accidentally trigger it. Our developers are currently working on it.
