Previously. I can learned for another blastoise from move tutor (blackthorn gym).

but for now my new blastoise can't learn it again. 

and it show message " Blastoise can't  use this TM"

I don't know what happened please help me 😟

Hello @Iceguin. Apologies for the inconvenience.

 

Blastoise cannot learn Dragon Pulse via TM71. But rather, it can learn it through the move tutor in Blackthorn City and also through the Egg Move tutor inside any Daycare Center.
