You cannot claim a Pokemon that you've agreed to EV train & Level Up as your own. This is considered scamming and will be severely sanctioned.

If a client doesn't come back to you in this period or are finding difficult to meet for whatever reason, you can report explaining the situation with evidence supporting it. We assist daycares in this matter.
