Epithet Posted June 25, 2021 Share Posted June 25, 2021 As noted in the Gym Leader Rework thread, the TM Seller in Celadon Department Store will have a wider variety of TMs to offer as you accumulate more badges. You currently have 5 badges, which is not enough to unlock the Thunderbolt TM. You will need at least 6 badges in order to be able to buy Thunderbolt from that NPC.
