I was battling in the dragon gym in Johto and i hit a dragon type pokemon with a ice type move and it did not super effective.

We were unable to reproduce your situation. After several tests, the super effective message was shown every time. If you have another, longer, screenshot of the battle log or can reproduce it yourself again, please share it with us.

so i tried again but with the same results i hit my avalanche but the rough skin is super effective hitting me

Rough Skin is not causing super effective damage, that message is for Avalanche. Rough Skin activates as soon as a contact move has been used on the ability-bearer, so the message shows up before the super effective message. Avalanche is doing super effective damage.
