I have tried to get a shuppet from Bell Tower for a LONG time, not sure on the exact time but its over 4 hours at least, I've beat Ho-oh and I have encountered everything but shuppet so far. I feel like this is bugged or I am bugged, kinda feel like it's not a luck issue. Thank you

Have you tried Mt.Pyre yet? Easiest spawn there

I only completed up to Johto right now, afraid to start hoenn with the event coming lol

 

Hello @Vanir02. Apologies for the inconvenience.

 

We have confirmed there to be an issue with the Shuppet spawn in Bell Tower. Thank you for helping us find this. 
It will be fixed within the next spawn update. In the meantime, we do not recommend hunting Shuppet at this location.
