I had talked to the NPC Victor to teach my Pikachu surf. He has my OT as I raised it from a Pichu I had caught. I also started with Pikachu as my starter pokemon. Every time I try to talk to Victor he says he can not teach surf to my Pikachu due to it possibly having an event move. The picture below has his current move set and I see no event move. Please help.

Nasty Plot is an event move on Pika.

Only your starter pikachu can have surf.

Starting from a relatively recent update, any OT Pikachu can learn Surf. However, there are incompatibilities with Pikachu's egg moves (from Pichu). Could you try forgetting Nasty Plot and then teaching it Surf?
