Shiftry can only be taught Leaf Blade through the pre evo tutor in the daycare centers. Here are the location for daycare centers: Route 5, Route 34, Route 117 and Solaceon Town. In order to access the daycare center you are required to have beaten Naero in the Cerulean Cave.
