I already talk with all NPC according to guide (Prowiki). Why I can't fight with rocket team to continue the quest? Please help me check this problem. I've tested the quest myself it works fine. Please talk to the NPC in the right order. Officer Jenny -> second NPC in Vermilion -> NPC in Saffron -> Store Owner in Celadon Department store. After this you should be able to fight Butch and Cassidy and continue the quest. Please let me know if it solves your issue.
