Hello , im trying to complete alakazite quest. I show 31 iv speed to casino guy but he doesnt accept it. Does it have to be 100 lv pokemon or its a bug?

I'm sorry for the inconvenience.
The minimum requirement for the Pokemon is to have 27+ IV in Speed and 253 EVs.
