If you enter any Pokecenter on the Halloween island (for example the one in Murky Town) then exit it, you should be able to interact with 5 of the 10 NPCs that give Halloween Candies. Some of them will fight you again, so make sure to have a battle-ready team. Please keep in mind that only 5 of them will give you Halloween Candies, so interact with every single one of them.
