Thank you for your patience. Our Content Scripters have already fixed the issue. If you enter any Pokecenter on the Halloween island (for example the one in Murky Town) then exit it, you should be able to interact with 5 of the 10 NPCs that give Halloween Candies. Some of them will fight you again, so make sure to have a battle-ready team. Please keep in mind that only 5 of them will give you Halloween Candies, so interact with every single one of them.
