If you just wish to receive offers either make them private or actively refuse until you receive one you're happy with. Not replying to offers in a timely fashion manner in an attempt to wait to see if anyone raises will be shut down.

To whom offered - do not engage in a bidding war when it's clearly not an auction. Make an offer you think is fair and only go higher once it's been refused. Take care.
