Here is a quote from the wiki page regarding the boss you just battled. Quote Each player has 16,6% chance of encountering the legendary beast Entei after each win, given that the player owns Lava Bell. In the third win against Entei Guardian, the chance is 100%. The reward is only accessible once, so be prepared! Hope this resolves your issue, as this is not a bug but a intended feature.
